Bu s\u00fcrelere uyulmadan t\u00fcketime sunulan hayvansal g\u0131dalarda kal\u0131nt\u0131 sorunlar\u0131 olu\u015fabilmektedir. Bu t\u00fcr veteriner t\u0131bbi \u00fcr\u00fcn kal\u0131nt\u0131lar\u0131 i\u00e7eren hayvansal g\u0131dalar,       toplum sa\u011fl\u0131\u011f\u0131n\u0131 do\u011frudan etkilemektedir. Bu nedenle yetkili otoriteler bu konuda     birtak\u0131m d\u00fczenlemeler yapmak zorunda kalm\u0131\u015flard\u0131r. Makalemizde, Avrupa&#8217;da ve \u00fclkemizde hayvansal g\u0131dalarda veteriner ila\u00e7 kal\u0131nt\u0131lar\u0131 ile ilgili olarak yap\u0131lan d\u00fczenlemeler k\u0131sa ve \u00f6zet bir \u015fekilde de\u011ferlendirilmi\u015ftir.<strong> <\/strong><\/p>\n<p><strong>Hayvansal G\u0131dalarda Kal\u0131nt\u0131 ile ilgili Yasal D\u00fczenlemeler<\/strong><\/p>\n<p>Beslenme, giyinme ve bar\u0131nma temel ihtiya\u00e7lar\u0131m\u0131z aras\u0131ndad\u0131r. \u0130nsano\u011flu, hayvanlar\u0131 avlamak veya evcille\u015ftirmek suretiyle beslenme ihtiyac\u0131n\u0131n bir k\u0131sm\u0131n\u0131 kar\u015f\u0131lamaya \u00e7al\u0131\u015fm\u0131\u015ft\u0131r. Do\u011fada serbest ya\u015fayan av hayvanlar\u0131nda, veteriner t\u0131bbi \u00fcr\u00fcn kal\u0131nt\u0131s\u0131ndan s\u00f6z edilemez, ancak evcille\u015ftirilen ve g\u0131da ama\u00e7l\u0131 olarak yeti\u015ftirilen hayvanlarda durum farkl\u0131d\u0131r.<\/p>\n<p>Hayvan yeti\u015ftiricili\u011finde, hastal\u0131klara kar\u015f\u0131 korunmak ve tedavi etmek, fonksiyonel bozukluklar\u0131 gidermek, verim art\u0131\u015f\u0131n\u0131 sa\u011flamak amac\u0131yla veteriner t\u0131bbi \u00fcr\u00fcn kullan\u0131m\u0131 s\u00f6z konudur. Bu durumda, tespit edilen yasal ar\u0131nma s\u00fcrelerine uyulmad\u0131\u011f\u0131 takdirde, insan sa\u011fl\u0131\u011f\u0131n\u0131 do\u011frudan etkileyen kal\u0131nt\u0131 sorunu ortaya \u00e7\u0131kmaktad\u0131r.<\/p>\n<p>Kal\u0131nt\u0131 sorunu, do\u011frudan toplum sa\u011fl\u0131\u011f\u0131n\u0131 etkiledi\u011finden dolay\u0131, yetkili otoritelerin bu konuda bir tak\u0131m d\u00fczenlemeler yapmas\u0131n\u0131 gerektirmi\u015ftir. Konu ile ilgili olarak Avrupa&#8217;da 1990 y\u0131l\u0131nda Avrupa Konseyi taraf\u0131ndan yay\u0131nlanan EC\/90\/2377 y\u00f6netmeli\u011finde, hayvansal orijinli g\u0131dalarda veteriner t\u0131bbi \u00fcr\u00fcnlerinin maksimum kal\u0131nt\u0131 d\u00fczeylerinin belirlenmesi i\u00e7in bir prosed\u00fcr olu\u015fturulmu\u015ftur [1]. Bu y\u00f6netmelikte, veteriner t\u0131bbi \u00fcr\u00fcnler d\u00f6rt ayr\u0131 kategoride de\u011ferlendirilmektedir.<\/p>\n<ul>\n<li>Ek 1: Maksimum Kal\u0131nt\u0131 Limitleri tespit edilenler,<\/li>\n<li>Ek 2: Maksimum Kal\u0131nt\u0131 Limiti kapsam\u0131 d\u0131\u015f\u0131nda olanlar,<\/li>\n<li>Ek 3: Maksimum Kal\u0131nt\u0131 Limitleri ge\u00e7ici olarak tespit edilenler,<\/li>\n<li>Ek 4: Kullan\u0131m\u0131na izin verilmeyen maddeler.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p>EC\/2377\/90 y\u00f6netmeli\u011fi6 May\u0131s 2009 tarihinde yay\u0131nlananEC\/470\/2009 say\u0131l\u0131&#8221;Hayvansal Orijinli G\u0131dalarda Farmakolojik Aktif Maddelerin Kal\u0131nt\u0131 Limitlerinin Belirlenmesine Dair Y\u00f6netmelik&#8221;   ile y\u00fcr\u00fcrl\u00fckten kald\u0131r\u0131lm\u0131\u015ft\u0131r [2].<\/p>\n<p>20 Ocak 2010 tarihinde EC\/37\/2010 say\u0131l\u0131 &#8220;Farmakolojik Aktif Maddeler ve Hayvansal Orijinli G\u0131dalardaki Kal\u0131nt\u0131lar\u0131na G\u00f6re S\u0131n\u0131fland\u0131r\u0131lmas\u0131&#8221; y\u00f6netmelik yay\u0131nlanm\u0131\u015ft\u0131r. Bu y\u00f6netmelikte farmakolojik aktif maddeler iki farkl\u0131 tablo halinde verilmi\u015ftir [3]. Buna g\u00f6re;<\/p>\n<ul>\n<li>Tablo 1: G\u0131dalarda belli d\u00fczeylerde bulunmas\u0131na izin verilenler,<\/li>\n<li>Tablo 2: G\u0131dalarda bulunmas\u0131na izin verilmeyen maddeler.<\/li>\n<\/ul>\n<p>1997 y\u0131l\u0131nda \u0130ngiltere&#8217;de yay\u0131nlanan &#8220;Hayvanlar, et ve et \u00fcr\u00fcnleri y\u00f6netmeli\u011fi&#8221; ne g\u00f6re, herhangi bir veteriner t\u0131bbi \u00fcr\u00fcn uygulanm\u0131\u015f hayvan\u0131n, yasal ar\u0131nma s\u00fcresi dolmadan insan t\u00fcketimine sunulmak \u00fczere sat\u0131lmas\u0131 ve kesim i\u00e7in tedarik edilmesi su\u00e7 say\u0131lmaktad\u0131r. Mevzuat hayvan yeti\u015ftiricilerini ve t\u00fcm veteriner ila\u00e7 tedarik\u00e7ilerini kapsamaktad\u0131r [4]. Bu y\u00f6netmelik,  AB mevzuat\u0131na uygun olarak s\u00fcrekli g\u00fcncellenmi\u015f, en son g\u00fcncelleme 2015 y\u0131l\u0131nda yap\u0131lm\u0131\u015ft\u0131r [5].<\/p>\n<p>Y\u00f6netmeli\u011fe g\u00f6re, veteriner t\u0131bbi \u00fcr\u00fcn kullan\u0131m\u0131 ile ilgili olarak;<\/p>\n<ul>\n<li>Ruhsats\u0131z \u00fcr\u00fcnlerin sat\u0131\u015f\u0131n\u0131, bulundurulmas\u0131n\u0131 ve hayvanlara uygulanmas\u0131n\u0131 yasaklar,<\/li>\n<li>Ruhsats\u0131z bir \u00fcr\u00fcn uygulanm\u0131\u015f hayvan\u0131n, t\u00fcketim ama\u00e7l\u0131 olarak bulundurulmas\u0131n\u0131, kesilmesini ve i\u015flenmesini yasaklar,<\/li>\n<li>Herhangi bir madde uygulanm\u0131\u015f bir hayvan\u0131n, yasal ar\u0131nma s\u00fcresi dolmadan, t\u00fcketim ama\u00e7l\u0131 kesimini, tedarikini ve sat\u0131\u015f\u0131n\u0131 yasaklar,<\/li>\n<li>Ruhsats\u0131z bir madde i\u00e7eren hayvansal \u00fcr\u00fcnlerin veya yasal ar\u0131nma s\u00fcresine uyulmadan kesilen hayvanlardan elde edilen hayvansal \u00fcr\u00fcnlerin t\u00fcketim ama\u00e7l\u0131 sat\u0131\u015f\u0131n\u0131 yasaklar,<\/li>\n<li>Resmi numunelerin analizinin sa\u011flanmas\u0131 ve numunelerin al\u0131nmas\u0131 i\u00e7in, yetkili memurlar\u0131n g\u00fc\u00e7lendirilmesi,<\/li>\n<li>Hayvanlar\u0131 muayene etmek ve g\u00f6zlemlemek amac\u0131yla yetkilendirilmi\u015f memurlar\u0131n g\u00fc\u00e7lendirilmesi,<\/li>\n<li>Su\u00e7lar, cezalar ve denetimlerin sa\u011flanmas\u0131,<\/li>\n<li>Spesifik istisnalar ve savunmalar<\/li>\n<li>\u0130\u015fletmelerin sorumluluklar\u0131,<\/li>\n<li>Kay\u0131tlar\u0131n tutulmas\u0131 ile ilgili gereksinimlerin belirlenmesi gibi maddeleri kapsamaktad\u0131r.<\/li>\n<\/ul>\n<p>6 Kas\u0131m 2001 y\u0131l\u0131nda yay\u0131nlanan 2001\/82\/EC y\u00f6netmelikte, veteriner t\u0131bbi \u00fcr\u00fcnlerle ilgili olarak yetkilendirme ve pazarlama \u015fartlar\u0131 geni\u015f bir \u015fekilde a\u00e7\u0131klanm\u0131\u015ft\u0131r. Y\u00f6netmeli\u011fe g\u00f6re, herhangi bir veteriner t\u0131bbi \u00fcr\u00fcn \u00fcreticisi, ruhsat almak amac\u0131yla, ilac\u0131n kal\u0131nt\u0131 ile ilgili yap\u0131lan t\u00fcm \u00e7al\u0131\u015fmalar\u0131 dosya i\u00e7erinde sunmak zorundad\u0131r [6].<\/p>\n<p>Ayn\u0131 y\u00f6netmelikte kal\u0131nt\u0131 ile ilgili baz\u0131 tan\u0131mlamalar a\u015fa\u011f\u0131da verilmi\u015ftir:<\/p>\n<p><strong>Kal\u0131nt\u0131:<\/strong> &#8220;Herhangi bir veteriner t\u0131bbi \u00fcr\u00fcn uygulanm\u0131\u015f hayvandan elde edilen g\u0131da maddelerinde, uygulanm\u0131\u015f olan o ilaca ait farmakolojik aktif madde (aktif madde, ta\u015f\u0131t maddeler ve y\u0131k\u0131mlanma \u00fcr\u00fcnleri) ve metabolitlerinin t\u00fcketici sa\u011fl\u0131\u011f\u0131na zarar verebilecek d\u00fczeyde bulunmas\u0131&#8221;<\/p>\n<p><strong>Maksimum Rezid\u00fc Limiti (MRL):<\/strong> &#8220;Avrupa Birli\u011fi Komisyonu taraf\u0131ndan g\u0131dalarda bulunmas\u0131na izin verilen yasal maksimum konsantrasyon d\u00fczeyi &#8221;<\/p>\n<p><strong>Ar\u0131nma S\u00fcresi:<\/strong> &#8220;Veteriner t\u0131bbi \u00fcr\u00fcn\u00fcn uygulanmas\u0131 ile dokularda (kas, karaci\u011fer, b\u00f6brek, deri\/ya\u011f) veya \u00fcr\u00fcnlerde (s\u00fct, yumurta, bal) MRL ve daha d\u00fc\u015f\u00fck d\u00fczeylere ula\u015fmas\u0131 i\u00e7in gerekli olan s\u00fcre&#8221;<\/p>\n<p>Ayr\u0131ca y\u00f6netmelikte, e\u011fer herhangi bir yasal ar\u0131nma s\u00fcresi belirtilmeyen aktif maddeler i\u00e7in bekleme s\u00fcresi;<\/p>\n<ul>\n<li>S\u00fct 7 g\u00fcn<\/li>\n<li>Yumurta 7 g\u00fcn<\/li>\n<li>Et  28 g\u00fcn<\/li>\n<li>Bal\u0131k 500 \u00baC\/g\u00fcn (g\u00fcnl\u00fck su s\u0131cakl\u0131klar\u0131 toplam\u0131 500 \u00baCula\u015f\u0131ncaya kadar) olarak belirlenmi\u015ftir.<\/li>\n<\/ul>\n<p><strong>\u00dclkemizde yasal Durum<\/strong><\/p>\n<p>\u00dclkemizde Avrupa Birli\u011fi \u00fcyeli\u011fi uyum \u00e7er\u00e7evesinde mevzuat\u0131n\u0131 96\/23\/EC ve 96\/22\/EC say\u0131l\u0131 Konsey Direktifleri ile 98\/179\/EC say\u0131l\u0131 Konsey Karar\u0131n\u0131 dikkate alarak uyumla\u015ft\u0131rmaya ba\u015flam\u0131\u015ft\u0131r.<\/p>\n<p>Bu konuda ilk olarak 2002\/30 say\u0131l\u0131 T\u00fcrk G\u0131da Kodeksi Hayvansal G\u0131dalarda Veteriner \u0130la\u00e7lar\u0131 Maksimum Kal\u0131nt\u0131 Limitleri Tebli\u011fi yay\u0131nlanm\u0131\u015ft\u0131r [7]. Daha sonra bu tebli\u011f 470\/2009\/EC say\u0131l\u0131 Avrupa Birli\u011fi Parlamentosu ve Konsey T\u00fcz\u00fc\u011f\u00fcn\u00fcn ilgili h\u00fck\u00fcmleri ile 37\/2010\/EEC say\u0131l\u0131 Komisyon T\u00fcz\u00fc\u011f\u00fcne paralel olarak g\u00fcncellenmi\u015ftir.  04.05.2012 tarih ve28282 say\u0131s\u0131 ile T\u00fcrk G\u0131da Kodeksi Hayvansal G\u0131dalarda Bulunabilecek Farmakolojik Aktif Maddelerin S\u0131n\u0131fland\u0131r\u0131lmas\u0131 ve Maksimum Kal\u0131nt\u0131 Limitleri Y\u00f6netmeli\u011fi olarak son halini alm\u0131\u015ft\u0131r [8].<\/p>\n<p>Ulusal kal\u0131nt\u0131 kontrol\u00fcnde esas te\u015fkil eden ve 2005 y\u0131l\u0131nda yay\u0131nlanan &#8220;Canl\u0131 Hayvanlar ve Hayvansal \u00dcr\u00fcnlerde Belirli Maddeler \u0130le Bunlar\u0131n Kal\u0131nt\u0131lar\u0131n\u0131n \u0130zlenmesi \u0130\u00e7in Al\u0131nacak \u00d6nlemlere Dair Y\u00f6netmelik&#8221; (RG: 19\/01\/2005 No:25705) ile hayvansal orijinli g\u0131dalarda kal\u0131nt\u0131 izleme \u00e7al\u0131\u015fmalar\u0131na ba\u015flanm\u0131\u015ft\u0131r [9]. Bu y\u00f6netmelik 17.12.2011 tarih ve 28145 say\u0131 ile ayn\u0131 ba\u015fl\u0131kla g\u00fcncellenmi\u015ftir [10]. Bu y\u00f6netmeli\u011fe ba\u011fl\u0131 olarak yay\u0131nlanan &#8220;2006\/05 say\u0131l\u0131 Su \u00dcr\u00fcnleri Kanatl\u0131 Hayvan ve Etleri, Bal ve \u00c7i\u011f S\u00fctte Kal\u0131nt\u0131 \u0130zleme Genelgesi [11] de, &#8220;2013\/09 say\u0131l\u0131 Canl\u0131 Hayvan ve Hayvansal \u00dcr\u00fcnlerde Kal\u0131nt\u0131 \u0130zleme Genelgesi&#8221; olarak de\u011fi\u015ftirilmi\u015ftir [12].<\/p>\n<p>2011\/28145 y\u00f6netmeli\u011fine g\u00f6re, veteriner t\u0131bbi \u00fcr\u00fcnler a\u015fa\u011f\u0131daki gibi iki gruba ayr\u0131lm\u0131\u015ft\u0131r;<\/p>\n<p><strong>GRUP A \u2013 Anabolik etkiye sahip maddeler ve kullan\u0131m\u0131na izin verilmeyen maddeler<\/strong><\/p>\n<ol>\n<li>Stilbenler, stilben t\u00fcrevleri ve bunlar\u0131n tuzlar\u0131 ve esterleri<\/li>\n<li>Antitroid ajanlar\u0131<\/li>\n<li>Steroidler<\/li>\n<li>Zeranol i\u00e7eren resorsilik asit laktonlar\u0131<\/li>\n<li>Beta agonistler<\/li>\n<li>Hangi seviyede olursa olsun t\u00fcketici sa\u011fl\u0131\u011f\u0131n\u0131 tehlikeye sokan ve g\u0131dalarda hi\u00e7bir seviyede bulunmamas\u0131 gereken farmakolojik aktif maddeler.<\/li>\n<\/ol>\n<p><strong>GRUP B \u2013 Veteriner ila\u00e7lar\u0131 (<\/strong><strong><sup>1<\/sup><\/strong><strong>) ve bula\u015fanlar<\/strong><\/p>\n<ol>\n<li>S\u00fclfonamidler ve kinolonlar\u0131 da i\u00e7eren antibakteriyal maddeler<\/li>\n<li>Di\u011fer veteriner ila\u00e7lar\u0131<\/li>\n<\/ol>\n<p style=\"padding-left: 40px;\">a. Di\u011ferleri<\/p>\n<p>Y\u00f6netmelikte, \u00f6rneklemenin s\u0131kl\u0131\u011f\u0131 ve ne \u015fekilde yap\u0131laca\u011f\u0131 detayl\u0131 bir \u015fekilde a\u00e7\u0131klanm\u0131\u015ft\u0131r.<\/p>\n<p>G\u0131da Tar\u0131m ve Hayvanc\u0131l\u0131k Bakanl\u0131\u011f\u0131, hayvansal g\u0131dalardaki kal\u0131nt\u0131 analizlerini, yukar\u0131da belirtilen y\u00f6netmelik ve genelgede belirtilen kurallara g\u00f6re her y\u0131l d\u00fczenlenen vey\u0131ll\u0131k olarak haz\u0131rlanan ulusal kal\u0131nt\u0131 izleme plan\u0131 \u00e7er\u00e7evesinde y\u00fcr\u00fctmektedir.<\/p>\n<p>Hayvansal g\u0131dalardaki t\u00fcm kal\u0131nt\u0131 analizleri, bakanl\u0131k b\u00fcnyesinde bulunan enstit\u00fc ve kontrol laboratuarlar\u0131 taraf\u0131ndan y\u00fcr\u00fct\u00fclmektedir.
