G\u0131da g\u00fcvenli\u011finin her y\u00f6n\u00fcyle de\u011ferlendirildi\u011fi 2. G\u0131da G\u00fcvenli\u011fi Kongresi&#8217;nde yap\u0131lan sunum, konu\u015fma ve tart\u0131\u015fmalardan ortaya \u00e7\u0131kan ana konular a\u015fa\u011f\u0131da ilgili t\u00fcm kesimlerle payla\u015f\u0131lmak ve bu konuda at\u0131lacak ad\u0131mlara \u0131\u015f\u0131k tutmak amac\u0131yla a\u015fa\u011f\u0131da \u00f6zetlenmi\u015ftir;<\/p>\n<ol style=\"font-weight: 400;\">\n<li>G\u0131da g\u00fcvenli\u011finin sa\u011flanmas\u0131nda devlete, \u00fcreticiye, t\u00fcketiciye, sivil toplum \u00f6rg\u00fctlerine, meslek odalar\u0131na, e\u011fitim kurumlar\u0131na, bas\u0131na; k\u0131saca toplumun t\u00fcm kesimlerine ayr\u0131 ayr\u0131 g\u00f6revler d\u00fc\u015fmektedir. Bu nedenle t\u00fcm payda\u015flar\u0131n bir araya gelebilmesi, bilgi ve deneyimlerin payla\u015f\u0131lmas\u0131 ve ortak ak\u0131l \u00fcretilmesi son derece \u00f6nemlidir. 2. G\u0131da G\u00fcvenli\u011fi Kongresi kat\u0131l\u0131mc\u0131 kurumlar\u0131, payda\u015flar\u0131 ve destekleyen kurumlar\u0131 ile bu amaca hizmet etmektedir. \u00dclkemizde G\u0131da G\u00fcvenli\u011finin geli\u015febilmesi i\u00e7in sa\u011flanan bu i\u015fbirli\u011fi artt\u0131r\u0131larak devam ettirilmelidir.<\/li>\n<li>G\u0131da g\u00fcvenli\u011finin sa\u011flanmas\u0131nda AB kriterlerinin a\u011f\u0131rl\u0131kla g\u00fcndemde oldu\u011fu g\u00fcn\u00fcm\u00fczde; AB&#8217;nin vazge\u00e7ilmezleri olan \u015feffafl\u0131k ve kat\u0131l\u0131mc\u0131l\u0131k ilkeleri \u00f6n plana ta\u015f\u0131nmal\u0131d\u0131r. Mevzuat olu\u015fumu ba\u015fta olmak \u00fczere; t\u00fcm a\u015famalarda \u015feffafl\u0131k, etkin ileti\u015fim ve kat\u0131l\u0131mc\u0131l\u0131k sa\u011flanmal\u0131d\u0131r. Mevzuat olu\u015fturma s\u00fcrecinde taraflar\u0131n son anda ve k\u0131s\u0131tl\u0131 s\u00fcreler i\u00e7erisinde g\u00f6r\u00fc\u015flerinin talep edilmesi etkin bir y\u00f6ntem olarak g\u00f6r\u00fclmemektedir. Bu alanda s\u00fcrekli birlikte \u00e7al\u0131\u015fmaya ve bilgi payla\u015f\u0131m\u0131na gerek vard\u0131r. Mevzuat de\u011fi\u015fikliklerinde y\u00fcr\u00fcrl\u00fck tarihi belirlenirken uyum s\u00fcreci mutlaka dikkate al\u0131nmal\u0131d\u0131r.<\/li>\n<li>G\u0131da g\u00fcvenli\u011fi mevzuat\u0131nda halen var olan mikrobiyolojik kriterler g\u00f6zden ge\u00e7irilmeli; uyum s\u00fcrecinde oldu\u011fumuz AB Mevzuat\u0131 ve uygulamalar\u0131 da g\u00f6z ard\u0131 edilmeden,  ger\u00e7ek\u00e7i bir bi\u00e7imde revize edilmelidir.<\/li>\n<li>G\u0131da g\u00fcvenli\u011fi konusu temelde \u00fcretimin her a\u015famas\u0131nda al\u0131nmas\u0131 gereken \u00f6nleyici tedbirler disiplini olarak ele al\u0131nmal\u0131d\u0131r. Tarladan \u00e7atala kadar; \u00e7evreye,  insan, hayvan ve bitki sa\u011fl\u0131\u011f\u0131na zarar vermeyen, \u00fcretimin her a\u015famas\u0131nda gerekli kontrolleri yap\u0131lm\u0131\u015f, g\u00fcvenilir \u00fcr\u00fcnlerin yayg\u0131nla\u015fmas\u0131na ihtiya\u00e7 vard\u0131r.<\/li>\n<li>G\u0131da g\u00fcvenli\u011fine y\u00f6nelik olarak denetimlerin sa\u011fl\u0131kl\u0131 bir bi\u00e7imde y\u00fcr\u00fct\u00fclmesi i\u00e7in Tar\u0131m ve K\u00f6yi\u015fleri Bakanl\u0131\u011f\u0131&#8217;nda yeterli kadro ve teknik imkanlar\u0131n sa\u011flanmas\u0131, idari yap\u0131lanman\u0131n tamamlanmas\u0131 gerekmektedir.<\/li>\n<li>G\u0131da sekt\u00f6r\u00fcnde \u00e7ok say\u0131da k\u00fc\u00e7\u00fck i\u015fletme mevcuttur. Bu i\u015fletmelerin gereken hijyen standartlar\u0131na ula\u015fmas\u0131 i\u00e7in verilecek te\u015fvik ve destekler \u00e7ok \u00f6nemlidir. M\u00fczakere s\u00fcrecinde AB taraf\u0131ndan sa\u011flanacak olan kaynaklar son derece yetersizdir. Desteklerin amac\u0131na uygun \u015fekilde geli\u015ftirilmesi; mutlaka ulusal kaynaklardan da yeterli destek sa\u011flanmas\u0131 ve k\u00fc\u00e7\u00fck i\u015fletmelere bu s\u00fcre\u00e7te teknik bilgi deste\u011fi verilmesi gerekmektedir. Bu ama\u00e7la; AB s\u00fcrecindeki kaynaklardan k\u00fc\u00e7\u00fck i\u015fletmelerde konusunda e\u011fitim alm\u0131\u015f personel istihdam\u0131na da pay ayr\u0131lmal\u0131d\u0131r.<\/li>\n<li>G\u0131da g\u00fcvenli\u011fi ve epidemiyoloji konusunda sa\u011fl\u0131kl\u0131 istatistik bulunmamakta, do\u011fru rakamlara ula\u015fmak sorun olmakta, kamu rakamlar\u0131 dahi \u00e7eli\u015fmektedir. \u00d6zellikle epidemiyolojik vakalarla ilgili veri eksikli\u011fi olduk\u00e7a ciddi noktalardad\u0131r. Sa\u011fl\u0131kl\u0131 veri tabanlar\u0131n\u0131n olu\u015fturulmas\u0131 i\u00e7in gereken ad\u0131mlar biran \u00f6nce at\u0131lmal\u0131d\u0131r. Bu istatistik veriler g\u0131da g\u00fcvenli\u011fi konusundaki geli\u015fimimizi g\u00f6steren en \u00f6nemli g\u00f6sterge olacakt\u0131r.<\/li>\n<li>Belgelendirme kurulu\u015flar\u0131n\u0131n etik \u00e7al\u0131\u015fmalar\u0131 sa\u011flanmal\u0131 ve gerekli denetimler yap\u0131lmal\u0131d\u0131r. Bu konuda \u00f6nemli zafiyetler vard\u0131r ve bu durum g\u0131da g\u00fcvenli\u011fi y\u00f6netim sistemlerinin g\u00fcvenilirli\u011fini zedelemektedir.<\/li>\n<li>Laboratuvar akreditasyon s\u00fcre\u00e7lerinin sekt\u00f6re ihtiya\u00e7 duyulan art\u0131 de\u011feri yaratacak \u015fekilde g\u00f6zden ge\u00e7irilmesi sa\u011flanmal\u0131d\u0131r<\/li>\n<li>G\u0131da g\u00fcvenli\u011finin \u00f6n\u00fcndeki en \u00f6nemli engellerden birisi merdivenalt\u0131 ya da kay\u0131td\u0131\u015f\u0131 \u00fcretim sorunudur. Bu konu t\u00fcketici sa\u011fl\u0131\u011f\u0131n\u0131 olumsuz olarak etkilemekte ve  T\u00fcrk g\u0131da sekt\u00f6r\u00fcn\u00fcn geli\u015fimini engellemektedir. Bu konuda gereken \u00f6nlemler biran \u00f6nce al\u0131nmal\u0131, ilgili kamu otoriteleri aras\u0131nda koordineli \u00e7al\u0131\u015fma sa\u011flanmal\u0131 ve kay\u0131td\u0131\u015f\u0131 \u00fcretim kay\u0131t alt\u0131na al\u0131nmal\u0131d\u0131r.<\/li>\n<li>T\u00fcketici g\u0131da g\u00fcvenli\u011finde belirleyici bir role sahiptir; o nedenle t\u00fcketici bilincinin geli\u015ftirilmesi ve bunun sonucunda t\u00fcketicilerin g\u0131da al\u0131\u015fveri\u015flerinde men\u015fei belirsiz, kay\u0131t d\u0131\u015f\u0131 ve kontrol d\u0131\u015f\u0131 \u00fcr\u00fcnleri almamalar\u0131, kendilerinin ve \u00e7ocuklar\u0131n\u0131n sa\u011fl\u0131klar\u0131n\u0131 riske atmamak i\u00e7in Tar\u0131m ve K\u00f6yi\u015fleri Bakanl\u0131\u011f\u0131ndan izin alm\u0131\u015f, ambalajl\u0131 \u00fcr\u00fcnler d\u0131\u015f\u0131ndaki g\u0131dalar\u0131 t\u00fcketmemeleri sa\u011flanmal\u0131d\u0131r. Kay\u0131t d\u0131\u015f\u0131 ve merdiven alt\u0131 ile m\u00fccadelede t\u00fcketiciler en \u00f6nemli ve belirleyici kesimi olu\u015fturmaktad\u0131rlar.<\/li>\n<li>G\u0131da g\u00fcvenli\u011finin sa\u011flanmas\u0131nda sa\u011fl\u0131kl\u0131 ileti\u015fim ko\u015fullar\u0131n\u0131n olu\u015fturulmas\u0131 esast\u0131r. Bu ama\u00e7la;<\/li>\n<\/ol>\n<p style=\"font-weight: 400;\">&#8211;          Risk ileti\u015fiminin do\u011fru bi\u00e7imde sa\u011flanmas\u0131n\u0131 sa\u011flayacak bir yap\u0131 olu\u015fturulmal\u0131d\u0131r<\/p>\n<p style=\"font-weight: 400;\">&#8211;          \u00dclkemizdeki g\u0131da risk alg\u0131s\u0131 \u00e7ok disiplinli bir bi\u00e7imde incelenmeli ve gereken ad\u0131mlar at\u0131lmal\u0131d\u0131r<\/p>\n<p style=\"font-weight: 400;\">&#8211;          Medyada g\u0131da g\u00fcvenli\u011fi konusunda uzmanl\u0131k olu\u015fmas\u0131 i\u00e7in \u00e7al\u0131\u015fma yap\u0131lmal\u0131d\u0131r<\/p>\n<ol style=\"font-weight: 400;\">\n<li>\u00dclkemizde ba\u011f\u0131ms\u0131z ve \u015feffaf  bir Bilimsel Risk De\u011ferlendirmesi Kurulu\u015fu kurulmal\u0131d\u0131r.<\/li>\n<li>Geneti\u011fi De\u011fi\u015ftirilmi\u015f Organizmalar (GDO); gerek sanayinin, gerek resmi kurumlar\u0131n ve gerekse t\u00fcketicilerin \u00e7ok \u00f6nemsedikleri ve \u00fczerinde durulmas\u0131 gereken bir husus olarak ortaya \u00e7\u0131kmaktad\u0131r. Bu konuda deneyim sahibi resmi kurum, kurulu\u015flar ve \u00fcniversitelerin topluma farkl\u0131 yollarla e\u011fitim vermeleri gere\u011fi oldu\u011fu, di\u011fer yandan al\u0131nan kararlarda a\u00e7\u0131kl\u0131k, s\u00fcreklilik ve \u015feffafl\u0131k g\u00f6zetilmesinin \u00f6nem ta\u015f\u0131d\u0131\u011f\u0131 g\u00f6r\u00fclmektedir<\/li>\n<li>G\u0131da proseslerinde olu\u015fan risklerin \u00f6nlenmesi, bilimsel y\u00f6ntemlerin geli\u015ftirilmesi ve AR-GE \u00e7al\u0131\u015fmalar\u0131 ile m\u00fcmk\u00fcn olabilecektir.<\/li>\n<li>Geleneksel g\u0131dalar\u0131n gerek g\u00fcvenlik kriterlerinin belirlenmesi ve \u00f6zellikleri korunarak teknoloji ile bulu\u015fturulmas\u0131, gerekse isim tescilleri ve\/veya co\u011frafi i\u015faretleme konusunda gereken \u00e7al\u0131\u015fmalar h\u0131zla y\u00fcr\u00fct\u00fclmelidir.<\/li>\n<li>G\u0131da alerjenleri ile ilgili olarak gerek mevzuat, gerekse tespit y\u00f6ntemleri anlam\u0131nda \u00e7al\u0131\u015fmalar yap\u0131lmas\u0131 gerekmektedir.<\/li>\n<li>Sadece yanl\u0131\u015f yapanlar\u0131n, olumsuz durumlar\u0131n ve cezalar\u0131n \u00f6ne \u00e7\u0131kar\u0131lmas\u0131 yerine;  i\u015fini do\u011fru yaparak g\u00fcvenilir g\u0131da \u00fcreten \u00e7ift\u00e7i, tedarik\u00e7i, sanayici ve sat\u0131c\u0131lar takdir ve te\u015fvik edilmeli, b\u00f6ylelikle g\u00fcvenilir g\u0131da \u00fcreten i\u015fyeri say\u0131lar\u0131n\u0131n artt\u0131r\u0131lmas\u0131 sa\u011flanmal\u0131d\u0131r.
